EMERGENCY MANAGEMENT


I.   OBJECTIVE
 
To establish a system for managing resources, analyzing information and making decisions in an emergency.

II.  SCOPE

All work connected emergency involving MIESCOR's operation, personnel, equipment, vehicles, material and tools shall be covered by this standard. The emergency may have occurred within MIESCOR's facility, project area and in other private or public area.

III.  DEFINITIONS

1. Accident - is an undesired event that resulted in actual loss, such as injury to person, damage to       property, work stoppage, process, environment or any combination thereof.
2. Emergency - an unforeseen combination of circumstances or the resulting state that calls for     
    immediate action.
3. Environmental incidents - are those incidents that have or may cause damage to natural 
    resources, exceed regulatory thresholds, violate environmental permit-to-operate requirements, 
    result in clean-up expenditures and/or fines by governmental

IV.  PRIORITIES
The following concerns for all emergency actions are listed in order of priority. MIESCOR will ensure that all actions in an emergency situation are addressed to these priorities:
a. Protection and well-being of people
b. Prevention from increased scope of emergency
c. Protection of environment
d. Protection of structures and equipment

V.  EMERGENCY MANAGEMENT GROUP
The Emergency Management Group (EMG) is the team responsible to cope with major emergencies confronting the company. The EMG will provide coordinated response and a clear chain of command and safe operations during emergency.
The EMG is headed by the Emergency Director and supported by representatives from Safety and Security, Admin Services, Admin Support Services, Contracts, Purchasing, Medical, Finance and EMMD.

VI.  NOTIFICATION
In the event of an emergency or a situation that could evolve into an emergency, MIESCOR management must be informed immediately. The following individual/offices shall be notified for events concerning emergency:
a. Office of the President
b. Administration Department
c· Admin Services
d· Safety, Security Management Division

VII.  MANAGEMENT EMERGENCY RESPONSE

1. Management Action
The management shall determines the need for the activation of Emergency Management Group based on one or a combination of the following:
a. Fatality
b. Three (3) or more persons hospitalized
c. Loss/fires/chemical spills/releases/property or environmental damage with liability greater than 
    P500K
d. Significant media coverage; public nuisance; suspected non-compliance issue based on 
    government regulatory standards.
2. Activation of EMG
The Admin Services and SSMD can put into action the EMG if one or a combination of the criteria mentioned above is present in an accident or incident.
3. EMG Specific responsibilities and Assigned Actions
a. Emergency Management Director (EMD)
· Assess the situation
· Assume direction and control of the situation
· Determine response strategies
· Implement the emergency management plan
· Activate resources
· Oversee all incident response activities
· Interface with outside organization and the media
· Declare that the incident is "over"
· Submit reports of the incident and suggest corrective measures
b. Assistant Emergency Management Director
· First alternate EMD
· Ensures availability of all supplies, materials and equipment that may be required during 
  emergency.
· Maintain an updated list of addresses and telephone numbers of Emergency Management Group 
  members.
· Provide technical information and data for advising responders
· Documenting incident investigations.
c. Logistics
· Repairing or replacing materials, structures and equipment damage.
· Conduct salvage operations. Removing and transporting damage materials, structures and   
  equipment.
· Providing backup power and equipment.
· Review and prepare applicable insurance claim
· Notify insurance carriers and appropriate government agencies.
d. Admin Services
· Maintain a record of injuries and follow-up actions
· Coordinating personnel services
· Coordinating notification of immediate families of the injured/casualties.
· Acts as Press Relations Officer and responsible for all coordination for outside assistance.
· Take photographs of or videotape of the damage.
· Provide communication equipment for EMG
· Provide transportation for EMG
e. Medical
· Ensures availability and continuity of medicines and medical supplies.
· Arranging for medical support and transportation.
· Assess remaining medical hazards.

VIII. EMERGENCY COMMAND CENTER (ECC)



The SSMD office shall be the designated Emergency Command Center (ECC), Emergency Director may, however, shift this to other area depending on the situation. The ECC serves as a centralized management center for emergency operations.
The Emergency Director and Assistant Emergency Director who acts as his alternates shall man the command center. In the absence of the Emergency Director and his alternate, the most senior officer present takes command until the designated commander relieves him.

IX.  TRAINING

Training and annual retraining programs should be conducted to all the member of the Emergency Management Group (EMG) to ensure adequate level of knowledge.
General training should address:
a. Individual Roles and Responsibilities
b. Communication Procedures
c. Administration and Logistics
d. Reporting Emergencies
